Speech number 4 of the Competent Communicator Manuals calls for the speaker to use rhetorical devices. It gives a few examples such as triads and similes.

There are many more types of rhetorical devices that can be used within a speech. As a speech writer and an evaluator, it helps to know about the many types that can be employed.

By using and recognizing rhetorical devices in every day speech, you'll be able to properly evaluate Speech Number 4 by pointing out the different types of rhetorical devices within the prepared speech, maybe some the speaker didn't even know they were using.
